§ 13.04.280. Repair of service pipe
All consumers desiring service shall keep their own fixtures, stopcocks and service pipes in good condition and protected from frost and freezing at their own expense, and it is provided that no claims shall be allowed against the city by reason of the breaking or leaking of any service pipe. Whenever service pipes are thawed and restored to service after freezing by employees of the city, the owner of the premises served shall pay the expense thereof. Defective service pipes shall be promptly repaired upon notice from the city. In case this is not done, the water shall be cut off at the main and the cost assessed to the owner of the premises supplied by such service. The city is responsible for maintenance of the service line from the main to the property line.
