§ 2.16.020. Appointment of manager— Term and qualifications

The commission, whenever by virtue of a vacancy in the office it becomes necessary shall appoint a manager who shall be responsible for the administration of all of the affairs of the city, and hold office at the pleasure of the board. The manager shall be chosen solely on the basis of administrative ability and the choice shall not be limited by any residence qualifications.
