  • A. Flood Losses Resulting from Periodic Inundation. The flood hazard areas of Pratt are subject to inundation, which results in loss of life and property, health and safety hazards, disruption of flood protection and relief and impairment of the tax base, all of which adversely affect the public health, safety and general welfare.

    B. General Causes of these Flood Losses. These flood losses are caused by: (1) The cumulative effect of obstruction in floodways causing increases in flood heights and velocities; (2) the occupancy of flood hazard areas by uses vulnerable to floods or hazardous to others which are inadequately elevated or otherwise protected from flood damages.

    C. Methods Used to Analyze Flood Hazards. This chapter is based upon flood hazard information contained in the flood insurance study, city of Pratt, Pratt County, Kansas, dated November 1, 1978, as amended. Where flood elevation and floodway data is not available in the flood insurance study, the best available data from federal, state or other sources shall be used until the Federal Flood Insurance Administration or its equivalent provide such data.
