§ 13.16.090. User charge rates

  • A. Each user shall pay for the services provided by the city based on his or her use of the treatment system as determined by water meter(s) acceptable to the city.

    B. For all residential and/or small residential contributors, the monthly sewer user charge will be based on the average monthly water usage during the months of January, February and March of each year, hereinafter known as the average monthly winter water use.

    C. If a residential and/or small residential contributor has not established an average monthly winter water use, the monthly sewer user charge shall be the mean sewer bill for all residential and small nonresidential users.

    D. For all large nonresidential contributors, the monthly sewer user charge shall be based on all water metered by the city during the current month.

    E. If the large nonresidential contributor has a consumption use of water, or in some manner used water which is not returned to the wastewater collection and treatment system and/or obtains water from a source other than that provided and metered by the city, the monthly sewer user charge for that contributor may be based on a wastewater meter(s) or separate water meter(s) installed and maintained at the owner's expense, and in a manner acceptable to the city. The meter(s) shall be open and available for inspection and reading by an authorized city representative.

    F. The user charge rates established in this chapter apply to all users, regardless of their location, of the city's treatment system.

    G. The following user charge rates for sewer treatment within the city are established:
