§ 13.16.020. Connection required

  • Any person, firm or corporation owning a dwelling, house or any other building within the city, which is or shall be located near a sewer, or in a block within any sewer district, shall make such connections with the sewer system of the city as may be necessary in the judgment of the board of health for the protection of the public, for the purpose of disposing of all substances from any such building affecting the public health which may be lawfully and properly disposed of by means of a sewer. Should any person, firm or corporation fail, neglect or refuse to connect any buildings with the sewer system as herein required for more than ten (10) days after being notified in writing by the board of health to do so, the city may cause such premises and buildings to be connected with the sewer system. The governing body of the city is authorized to advertise for the construction and making of such sewer connections and to contract therefor with the lowest responsible bidder, and cause such premises to be connected with the sewer system, and to assess the costs and expense thereof against the property and premises so connected. Such assessments are to be made in the same manner as other special assessments are made.
